中、美、印角逐印度洋？台湾专家蔑视大陆海军

俄国频繁的核潜艇事故，暴露出海军在全球称霸的辉煌已经一去不复返。对莫斯科来讲，干预远隔重洋的印度洋早已有心无力；作为安慰奖，把「猎豹号」（Nerpa）核潜艇租给印度，好歹让苏俄舰艇在远洋算是存在。不过印度海军面对的不止是中国在亚丁湾的几条护航军舰，「猎豹号」核潜艇在未来10年都难以摆脱强大的美军反潜艇力量的监视和跟踪。
12月29日，正在摩尔曼斯克州修船厂浮船坞维修的俄军核潜艇“叶卡捷琳堡”号起火，12000吨级的核潜艇周围木制脚手架的火头蔓延到外壳150平方米，包括消防员在内的至少七人送往医院。这艘“德尔塔-IV”级潜艇可以携带16枚洲际弹道核导弹，各含10枚十万吨级核弹头；是俄罗斯抗衡美国最拿得出手的终极武器。
俄国防部慌忙宣称，潜艇的核反应堆在维修前已经关闭并卸下，事故没有发现任何核辐射泄漏。但是，俄总统梅德韦杰夫责成副总理罗戈津和谢钦认真调查“叶卡捷琳堡”号核潜艇事故原因，彻底修复潜艇；并对肇事者予以惩罚。惊动到即将卸任的总统，派两位副总理去擦屁股，看来事故不简单。2000年8月，俄军“库尔斯克号”核潜艇爆炸沉没，潜艇上118名官兵全部罹难事件的善后规格也不过如此。
台湾有专家经过量化分析认为；相对美国的军事力量而言，中国在印度洋的军事存在几乎可以忽略，而所谓的“珍珠链战略”到目前为止还只存在于某些西方和印度战略家的文章和谈话中，中国在印度洋沿岸还没有一个军事基地，中国护航舰队只是按照国际惯例可以在一些国家的港口停泊和补给。以迪戈加西亚岛基地为战略支撑点的美军，以大型航母、核潜艇和B-52、B-1、B-2等远程重型轰炸机纵向切割印度海空军地盘，才是印军的克星；引进残存的苏俄武器根本帮不了印度的地区争霸野心。
